《中華人民共和國(guó)政府和瑞士聯(lián)邦委員會(huì)關(guān)于對(duì)所得和財(cái)產(chǎn)避免雙重征稅的協(xié)定》和《議定書》，業(yè)經(jīng)國(guó)家稅務(wù)局局長(zhǎng)金鑫和瑞士駐華大使舒愛文分別代表本國(guó)政府，于1990年7月6日在北京簽署。依照協(xié)定第二十八條的規(guī)定，該協(xié)定應(yīng)于1990年1月1日起執(zhí)行。現(xiàn)將上述協(xié)定和議定書及瑞士關(guān)于對(duì)中國(guó)政府或中國(guó)中央銀行利息款項(xiàng)征稅說明瑞方立場(chǎng)的函的中文本印發(fā)給你局，請(qǐng)依照?qǐng)?zhí)行。

閣下：
關(guān)于今天簽署的中華人民共和國(guó)政府和瑞士聯(lián)邦委員會(huì)關(guān)于對(duì)所得和財(cái)產(chǎn)避免雙重征稅的協(xié)定，我謹(jǐn)確認(rèn)如下：
根據(jù)瑞士現(xiàn)行法律和慣例，
一、中華人民共和國(guó)政府下列存款的利息免征瑞士稅收：
（一）專為駐瑞士的中華人民共和國(guó)外交和領(lǐng)事使團(tuán)的目的而在任何一家瑞士銀行的存款，并且如果中華人民共和國(guó)對(duì)瑞士政府在中國(guó)為同樣目的存款利息給予互惠待遇；
（二）在瑞士巴塞爾國(guó)際結(jié)算銀行的存款。
二、中國(guó)中央銀行在其帳戶的下列存款利息免征瑞士稅收：
（一）存于任何一家瑞士銀行，來源于中國(guó)中央銀行從事的金融市場(chǎng)交易的款項(xiàng)；
（二）在瑞士巴塞爾國(guó)際結(jié)算銀行的存款。

Excellency，
Referring to the Agreement between the Movement of the People‘s Republic Of China and the Swiss Federal Council on the avoidance of double taxation with respect to taxes on income and on capital which was signed today，I can confirm the following：
According to the laws and practice in force in Switzerland
1.The Government Of the People‘s Republic of China is exempt from Swiss tax on interest Oil deposits opened
（a） with a Swiss bank if these deposits are held exclusively for the purpose of the diplomatic and consular missions of the People‘s Republic of China in Switzerland and if the People，s Republic of China grants reciprocal treatment t0 interest on deposits held by the Swiss Government in China for the same purpose，or
（b） With the BANK FOR INTERNATIONAL SETTLEMENTS m Basle，Switzerland.
2.The CENTRAL BANK OF CHINA is exempt from Swiss tax on interest on deposits held on its own account
（a）with a Swiss bank if such deposits originate from money market transactions carried out by the CENTRAL BANK OF CHINA，or
（b）with the BANK FOR INTERNATIONAL SETTLEMENTS in Basle，Switzerland.
